H.E. Ing Kerya is a distinguished attorney with an extensive academic and professional background. He earned his Bachelor of Laws degree in 2001 from the Faculty of Law and Economics (now the University of Law and Economics) in Phnom Penh and a Master of Laws degree in 2004 from the Transnational Law and Business University (TLBU) in Seoul, South Korea. Fluent in Khmer and English, with a working knowledge of French, Mr. Ing Kerya brings a multilingual approach to his practice.
In 1998, he was selected as an international exchange student at Nagoya University in Japan. From 2000 to 2001, he served as the President of the Law Student Association at the Faculty of Law and Economics, showcasing his leadership and commitment to the legal community. In 2003, he undertook field studies at prominent international organizations, including the WTO, WIPO, and UNESCO, and visited several countries such as China, France, Belgium, and Switzerland. He further demonstrated his organizational skills as the General Coordinator for International Students at TLBU from 2003 to 2004.
From 2004 to 2008, H.E. Ing Kerya held the prestigious position of Dean of the College of Law at the University of Cambodia (UC). During this period, he also served as a National Consultant for the Ministry of Environment and UNEP and as a Senior Lecturer of Law at UC, Cambodia Mekong University (CMU), and Paññāsāstra University of Cambodia (PUC).
Since 2008, H.E. Ing Kerya has been an attorney-at-law with the Bar Association of the Kingdom of Cambodia (BAKC). His contributions to the legal field include serving as an elected member of the Bar Council, Deputy Inspector of the Inspection Department at BAKC, and as a member of the Legal and Judicial Development Project of JICA, where he worked on Cambodia’s Civil Code and Civil Procedure Code.
In addition to his legal practice, H.E. Ing Kerya has been appointed as a Royal Government Attorney, a Member of the Council of Jurists and advisor of BAKC’s President, where he contributes to high-level legal and policy development for the nation.
Currently, H,.E. Ing Kerya provides legal counsel to prominent organizations, including the Cambodia Chamber of Commerce, J Trust Royal Bank Ltd., Maybank (Cambodia) Plc, Shinhan Bank Cambodia, Cambodian Public Bank, Union Commercial Bank, CIMB Bank, RHB Indochina Bank, Cathay United Bank, Chailease Royal Leasing Plc., Ly Hour Group, Royal Group, Attwood Investment, PDT Holding Pte., Ltd., and PDT Properties Pte., Ltd., among others.
